Andrew Square to Dewar Street Reliability Project

Why Are We Doing This Project?

To improve the reliability of Boston’s electric system now and into the future, a new 2.1 mile underground 115-kilovolt (kV) transmission line will connect Eversource's Andrew Square substation to the Dewar Street substation.

The project also includes improvements within the existing fence lines of our substations, to further ensure the delivery of safe, reliable power.

Where Is This Work Being Done?

The 2.1-mile transmission line will run under streets in Dorchester and South Boston, connecting our Andrew Square and Dewar Street substations.

Construction Updates

We are committed to keeping neighbors, businesses and community members informed on project activities during construction. The schedule may change due to weather or other unexpected circumstances.

Week of July 29

Next week you may see crews performing road restoration on the following streets:

  • Jones Road between Stephens Lane and Ter Heun Drive.
  • Mill Road between Locust Street and Surf Drive.

Detours will be in place to accommodate this work. Please follow all local detour and traffic signage to move safely around the work zones. Construction hours are Monday through Friday, from 7 a.m. to 3 p.m.

Andrew Square Substation

Week of July 29

  • Crews plan to continue work at the Andrew Square substation located along Ellery Street. This work consists of forming and altering the foundation of the control house site, performing survey tests, and continued electrical work within the substation property.
  • Equipment that may be needed to complete this activity includes excavators, front-end loaders, concrete cutting saws, and jackhammers.
  • All contractor vehicles will be parked inside the substation fence.

Mary Ellen McCormack

Week of July 29

O’Callaghan Way

Crews will be mobilizing to O’Callaghan Way, inside the Mary Ellen McCormack community at the corner of Old Colony Avenue, continuing the week of July 29, working to perform test pits and excavate duct-bank.

Equipment needed to complete this work includes a concrete cutting saw, jackhammers, excavators, and dump trucks.

All work will be conducted between the permitted hours of 7 a.m. to 4 p.m., Monday through Friday.

All work will be contained within temporary work zones along O’Callaghan Way. There will be a partial road closure of O’Callaghan Way. Traffic going down Gavin Way will make a right-turn at the intersection with O’Callaghan Way during daytime work hours. Only Emergency Vehicles and Important Community Vehicles will be provided access.

There will be 'No parking' signs posted along O’Callaghan Way the length of the work zone: there will be no parking allowed in these spots during daytime work hours. Police details have been requested to assist with traffic management during the use of the construction work zone.

Morissey Boulevard

Week of July 29

There will be no work on Morrisey Boulevard this week.

    Savin Hill

    Week of July 29

        Springdale Street

        Trenching/conduit installation and restoration activities are scheduled to continue and last the duration of the week. 

        Dewar Street Substation

        Week of July 29

        Crews plan to continue work at the Dewar Street substation located near 65 Bay Street. This work consists of forming and altering the foundation of the control house site, performing survey tests, and continued electrical work within the substation property.

        Equipment that may be needed to complete this activity includes excavators, front-end loaders, concrete cutting saws and jackhammers.

        All contractor vehicles will be parked inside the substation fence.

        Traffic Management Plans

        Working in consultation with town and state officials, including the Massachusetts Department of Transportation, we developed a traffic management plan (TMP) for each section of the project.

        The TMPs include a detailed site plan, hours of construction and area-specific traffic controls.

        All TMPs are subject to change and may be updated often.

        Siting Review

        We filed a petition with the Massachusetts EFSB for approval to construct and operate the new 115-kV transmission line.

        The petition filing is part of the regulatory review process, as defined by Massachusetts state statutes.

        On March 1, 2019, we submitted the following Siting Petition to the EFSB:

        The EFSB held a Public Comment Hearing on June 26, 2019, in Boston, where individuals and groups affected by the initial petition were given the opportunity to voice feedback to the Siting Board.

        The Siting Board conducted a remote Siting Board meeting using Zoom on June 30, 2021, at 1 p.m. to listen to comments and vote on whether to approve, approve with conditions or reject the project.

        The Siting Board's Final Decision to approve the project was issued on July 2, 2021.

        Community Outreach
