Mystic - East Eagle - Chelsea Reliability Project
Why Are We Doing This Project?
Electric demand is growing in eastern Massachusetts, and the area needs an additional substation and transmission capacity to support the reliable delivery of electric power to meet the region's current demand.
Where Is This Work Being Done?
We are building a new substation in the East Eagle neighborhood of East Boston, the Eagle Hill Substation. We have installed two new underground transmission lines to connect the new substation to existing substations in Everett and Chelsea.
We are also making minor improvements within the fenced area of the existing Mystic Substation on Broadway in Everett, and the existing Chelsea Substation on Willoughby Street.

Below is an artistic rendering of the new East Boston substation, designed in collaboration with and voted on by residents of the neighborhood. The final built design may vary based on in-field conditions.

Week of September 16
Next week, crews will be working on Eversource's property at 400 Condor Street and on Boston city streets, continuing with duct bank installation, as well as continuing to survey for underground utilities at various locations in Eagle Hill.
Due to the complexities of underground construction and weather, this schedule is subject to change. For updates on active work locations, please view the interactive Google map.
Next week, you may see crews:
- Working on installing substation walls at the East Eagle substation site
- Working on duct bank installations on the following streets: Saratoga Street between Bremen Street and Neptune Road, and East Eagle Street between Glendon Street and Condor Street
Please follow local traffic signage. Temporary street closures and parking restrictions may be in place on the following streets:
- Condor Street between East Eagle Street and 400 Condor Street
- Lexington Square between Condor Street and Shelby Street
- East Eagle Street between Glendon Street and Condor Street
- Saratoga Street between Bremen Street and Neptune Road
Work hours will be 7 a.m. to 6 p.m. Monday to Friday.
The map shows a pedestrian detour on Condor Street, currently in place to accommodate ongoing work at the substation.
Public access to the police station will remain open at all times.
Traffic Management Plans
Working in consultation with the City of Boston, we developed a traffic management plan (TMP) for each phase of the project. The TMPs include a detailed site plan, hours of construction and area-specific traffic controls. All TMPs are subject to change and may be updated often.

Substation Enclosure Design Focus Group
As part of the EFSB’s final decision, Eversource reinitiated the public engagement process for the design of the enclosure for the East Eagle Substation in East Boston. At the direction of the EFSB, this process began with a focus group of residents and government officials, who are providing feedback into the initial design of the enclosure.

The East Eagle Substation information session was held on February 5, 2019. Following the information session, the Energy Facilities Siting Board held a public comment hearing. Additionally, the East Eagle Substation Aesthetic Open House was held on January 14, 2020.
East Eagle substation facts and frequently asked questions
Eversource representatives listened carefully to the community's questions and concerns during the January 14, 2020, open house. As promised during the open house, we developed "Addressing the Concerns of the Community," a document with project facts and frequently asked questions about the East Eagle Substation in East Boston.
We also created a short video that provides the history and an overview of the project.
Boston City Council - Committee on City & Neighborhood Services
On Friday May 22, 2020, the City of Boston held a public hearing to discuss the approved East Eagle Street Substation; this matter was sponsored by Councilor Lydia Edwards and referred to the Committee on City and Neighborhood Services on January 29, 2020. During the hearing Eversource representatives listened intently and responded to the community's questions and concerns. As promised during the hearing, we're publishing our load forecasting graphics and our emergency response plan.
2018
Open houses were held in Chelsea on February 8 and June 14, 2018; and in Everett on February 27, 2018. As we begin construction in the local communities, we will mail start of construction letters to property owners along the route, and conduct door-to-door outreach to nearby property owners, residents and local businesses.
