Why Are We Doing This Project?
As part of our ongoing commitment to deliver reliable energy and superior service to our customers, we are proposing to replace an existing 115-kilovolt (kV) high pressure fluid-filled (HPFF) underground transmission line in the Greater Springfield area. The existing transmission line was installed in 1955, and is nearing the end of its design life expectancy.
The proposed transmission system improvements proactively increase system reliability by:
- Addressing any issues obtaining supplies needed for system repairs and upgrades
- Upgrading to a system technology with longer life expectancy
- Reducing occurrence of unplanned outages which may require the need for emergency replacement or repair
- Eliminating the risk of oil leaks from existing HPFF cables
- Potentially increasing line capacity for future load growth
The proposed project is part of a larger program we are conducting throughout our service territory in Connecticut and Massachusetts called the Underground Cable Modernization Program (UCMP).
Where Is This Work Being Done?
In the Springfield and West Springfield area, we are proposing the rebuild of a 4.4 mile 115-kV underground electric transmission line connecting the Breckwood substation in Springfield, and the West Springfield substation.
Figure 1 shows the existing line route in red, and the potential routes for Massachusetts Avenue and South Branch Parkway, in blue and purple, respectively.

See Figure 2 for a graphical depiction of all initially considered project routes. A thorough review of this list is underway and will determine which routes remain viable options. Local municipality and neighborhood groups are involved and providing feedback throughout the review process.

Once all local and state approvals have been received, construction will include excavation for the cable system trench and vault/cable installation. Following completion of construction, we will coordinate restoration with affected municipalities.
Equipment upgrades will be required at the West Springfield and Breckwood substations to accommodate the connection of the new cables. This work will occur within the existing footprint of the stations.

Siting Review
This project requires a submission to the Energy Facilities Siting Board (EFSB) and/or the DPU. We intend to submit our filing in the fourth quarter of 2025. Environmental permits will also be required from local, state and federal agencies.

We are committed to engaging city officials, residents, businesses, community groups and other interested stakeholders about the project through meaningful engagement. Our team strives to incorporate local feedback as feasible. Project team members will remain engaged with the community throughout the project to provide updates on the schedule and address questions and concerns.
