Connecticut Electric Vehicle Charging Rebate Program Suspension 

Eversource to pause processing new applications for the Connecticut Electric Vehicle Charging Program after May 22, 2024, due to recent regulatory decisions 

Across our three-state service territory, our programs garner attention as some of the best energy efficiency and electric mobility offerings in the country. This success is founded on state regulatory environments that promote eager participation from our teams at Eversource and our valued customers.

The Connecticut Electric Vehicle Charging Program was designed to enable Eversource to provide meaningful incentives for residents, businesses and communities to install electric vehicle charging equipment in support of the state’s emission reduction targets. 

To date, Eversource has invested over $50 million dollars to enable greater access to electric vehicle charging programs. However, recent regulatory decisions are calling into question the stability of the state’s support for EV funding, impeding our ability to continue funding these important customer programs. Until a clear and predictable path to cost recovery is established by the state, we have paused processing new applications and created a waitlist for applications submitted after May 22, 2024.

Impacts to EV Charging Incentives

Effective May 23, 2024, new Commercial Level 2 rebate applications for Connecticut customers will be placed on a waitlist. Incentive payments may be issued for eligible projects on this waitlist once the Public Utilities Regulatory Authority (PURA) establishes a secure funding mechanism to administer these programs. Applications submitted prior to this date that are still under review will be processed and may be eligible for incentives.  

Once program funding is secured, we will resume issuing incentive payments for the EV charging programs. If you would like to express concerns about this situation, we encourage you to contact your legislator. We appreciate your patience and understanding as we work through this important matter.

How can I get in touch with a program representative if I have further questions?

Are you currently accepting and approving Commercial Level 2 and DC Fast applications? 

We will continue accepting applications for Commercial Level 2 applications up until 11:59 PM on May 22, 2024. Online and mailed applications received prior to the deadline and that receive a reservation letter will be processed. Mailed applications must be postmarked by May 22, 2024. Applications submitted after this date will be paused for processing and added to a waitlist. 

Projects with an active reservation must provide EVSE and material proof-of-purchase by June 22, 2024, or risk reservation being canceled. 

Customers with projects for businesses, communities, large multifamily properties and fleets will need to complete their project and submit payment requests for pre-approved applications according to program guidelines. 

Which programs are impacted by this decision?

All Eversource Connecticut EV charging programs are impacted, including Commercial Level 2 and DC Fast projects for businesses, communities, large multifamily properties and vehicle fleets. 

What is required to submit a project payment request?

Customers will need to complete and submit all the items included in the post-installation checklist listed on the application, including payment request form, copy of inspection sign-off by the local authority, W-9 from the business that will be receiving the incentive payment, and itemized invoice breakdown.

My rebate application has been pre-approved, and my EV charging project is in progress – what happens next?

To be eligible for the charging equipment and installation incentives, customers will need to ensure the project is energized and that all payment request materials are submitted according to program guidelines.

My project is delayed because of supply chain, permitting, or other similar impacts outside of my control. Will I be able to apply for an extension outside my project’s completion date?

Eversource will not be granting extensions beyond the contracted completion date.

Once my project has been completed and I have submitted the payment request materials, how long will it take to receive my rebate?

We are actively processing rebates along our standard timeline. Commercial Level 2 applications received before the May 22 deadline will be processed in the same manner.

When do you expect to be able to accept applications again in the future?

We are eager to collaborate with PURA and hopeful they can create a secure, timely, and adequate funding mechanism. Once a resolution is reached, we are prepared to resume accepting applications.   

I have submitted or am in the process of submitting a DC Fast application for the 2024 application cycle. Is Eversource still going to select 2024 DC Fast projects?

Unfortunately, we will not be moving forward with scoring and selecting 2024 DC Fast projects because of this decision.

Previously awarded DC Fast projects must be completed and meet all program guidelines by the contract’s project completion date.

My project is partially being funded by the Department of Energy & Environmental Protection (DEEP) Volkswagen Environmental Mitigation Trust program and I may need additional time to complete my project – will I be granted additional time to do so?

We will offer extensions to customers who are awaiting award of VW/DEEP grants for Commercial Level 2 projects.

My DC Fast project was submitted under the Connecticut Department of Transportation (CTDOT) National Electric Vehicle Infrastructure (NEVI) Formula Program. Does this change to Eversource’s EV offerings impact my project?

The CTDOT NEVI is a separate program and is not impacted.

I want to request a light-duty fleet assessment for my business, are fleet advisory services still being offered by Eversource?

Fleet Advisory Service requests will be waitlisted after May 22, 2024.
