Andrew Square to Dewar Street Reliability Project

Why Are We Doing This Project?

To improve the reliability of Boston’s electric system now and into the future, a new 2.1 mile underground 115-kilovolt (kV) transmission line will connect Eversource's Andrew Square substation to the Dewar Street substation.

The project also includes improvements within the existing fence lines of our substations, to further ensure the delivery of safe, reliable power.

Where Is This Work Being Done?

The 2.1-mile transmission line will run under streets in Dorchester and South Boston, connecting our Andrew Square and Dewar Street substations.

When Is The Work Being Done?

Construction Updates

We are committed to keeping neighbors, businesses and community members informed on project activities during construction. The schedule may change due to weather or other unexpected circumstances.

We take every safety precaution while working in local communities, and all people working on the construction carry proper identification. 

This work is not expected to interrupt electric service to homes or businesses.

Andrew Square Substation

Week of May 6

There will be no work in Andrew Square this week.

Mary Ellen McCormack

Week of May 6

Crews will be mobilized on O’Connor Way, just outside the Mary Ellen McCormack Community, the week of May 6, to excavate for duct-bank along the bend of O'Connor Way. Work will last the duration of the week.

  • All work will be contained within a temporary work zone.
  • 'No parking' signs will be posted along O’Connor Way. There will be no parking in these spots during the stated work hours.
  • Equipment needed to complete this work includes a concrete cutting saw, jackhammers, excavators and dump trucks.
  • Thru and local traffic will not be able to access O'Connor Way. A traffic detour will be in place on Kemp Street for access to Mary Ellen McCormack.

Crews will be mobilizing on O’Callaghan Way, inside the Mary Ellen McCormack community at the corner of Old Colony Avenue, beginning the week of May 6 as early mid-week, working to excavate a duct-bank and install conduit.

  • All work will be contained within a temporary work zone on O’Callaghan Way during the daytime hours of 9:30 a.m. to 3:30 p.m. This work is expected to last the remainder of the week.
  • Equipment needed to complete this work includes a concrete cutting saw, jackhammers, excavators, and dump trucks
  • There will be a partial road closure as part of this work on O’Callaghan. Thru-traffic will not be allowed to access O’Callaghan Way between the intersections of Gavin Way and Old Colony Avenue. Thru-traffic will be diverted north up the remainder of O’Callaghan Way where it can then exit the community via Logan Way. Exceptions to this detour will be made for emergencies and other important vehicles.
  • There will be 'No parking' signs posted along O’Callaghan Way the length of the work zone: there will be no parking allowed in these spots during daytime work hours.
  • Police details have been requested to assist with traffic management during the use of the construction work zone and traffic detour

Morissey Boulevard

Week of May 6

  • Construction crews will be continuing work on Old Colony Avenue the week of May 6. The work will be excavating for duct-bank and installing conduit.
  • Equipment needed to complete this work includes a concrete-cutting saw, excavator, jackhammers, and dump trucks.

Traffic Management

  • Temporary work zones will be set up on Old Colony Avenue. These work zones will allow for thru-traffic as crews complete one lane at a time, then cross over to the next, all during daytime work hours.

Savin Hill

Week of May 6

Crews will be conducting drilling activities in preparation for jack and bore work.

  • All work will be contained within the Springdale Street temporary work zone.
  • This work will involve the use of a drill and generators. This equipment will produce some noise during work hours when in use.

Crews will be continuing work Old Colony Terrace next week, beginning as early as Monday, May 6. These crews will be working to excavate for duct-bank and install conduit.

  • All work will be contained within the Old Colony Terrace temporary work zone, which will extend the length of the road.
  • Equipment needed to complete this work includes a concrete cutting saw, jackhammers, excavators and dump trucks.
  • Old Colony Terrace will become one-way alternating as our crews occupy the outbound lane.
  • Police details have been requested to assist with traffic management

Dewar Street Substation

Week of May 6

Crews will be excavating and conducting survey work within the substation footprint in preparation for an ongoing control house upgrade.

This work will include the use of excavators, concrete cutting saws, and jackhammers.

Traffic Management Plans

Working in consultation with town and state officials, including the Massachusetts Department of Transportation, we developed a traffic management plan (TMP) for each section of the project.

The TMPs include a detailed site plan, hours of construction and area-specific traffic controls.

All TMPs are subject to change and may be updated often.

Siting Review

We filed a petition with the Massachusetts EFSB for approval to construct and operate the new 115-kV transmission line.

The petition filing is part of the regulatory review process, as defined by Massachusetts state statutes.

On March 1, 2019, we submitted the following Siting Petition to the EFSB:

The EFSB held a Public Comment Hearing on June 26, 2019, in Boston, where individuals and groups affected by the initial petition were given the opportunity to voice feedback to the Siting Board.

The Siting Board conducted a remote Siting Board meeting using Zoom on June 30, 2021, at 1 p.m. to listen to comments and vote on whether to approve, approve with conditions or reject the project.

The Siting Board's Final Decision to approve the project was issued on July 2, 2021.
