Andrew Square to Dewar Street Reliability Project

Why Are We Doing This Project?

To improve the reliability of Boston’s electric system now and into the future, a new 2.1 mile underground 115-kilovolt (kV) transmission line will connect Eversource's Andrew Square substation to the Dewar Street substation.

The project also includes improvements within the existing fence lines of our substations, to further ensure the delivery of safe, reliable power.

Where Is This Work Being Done?

The 2.1-mile transmission line will run under streets in Dorchester and South Boston, connecting our Andrew Square and Dewar Street substations.

When Is The Work Being Done?

Construction Updates

We are committed to keeping neighbors, businesses and community members informed on project activities during construction. The schedule may change due to weather or other unexpected circumstances.

As of May 17, crews have completed work in Falmouth for the season. Work is not permitted during the summer season, so you can expect construction updates to commence again in fall 2024.  

Andrew Square Substation

Week of May 20

Crews plan to continue work at the Andrew Square substation located along Ellery Street. This work consists of forming and altering the foundation of the control house site, performing survey tests, and continued electrical work within the substation property. Equipment that may be needed to complete this activity includes excavators, front-end loaders, concrete cutting saws and jackhammers.

All contractor vehicles will be parked inside the substation fence.

Mary Ellen McCormack

Week of May 20

  • Construction crews plan to continue work on O'Connor Way the week of May 20.
  • This work includes duct-bank excavation on the O'Connor Way bend, headed towards the Dorchester Avenue intersection as well as towards Kemp St.
  • Equipment needed to complete this work includes a concrete-cutting saw, excavator, jackhammers, and dump trucks.

A temporary work zone will be set up along O'Connor Way which will require a full road closure.

'No parking' signs will be posted in advance of the road closure and replacement parking is identified at the nearby lot located at 680 Dorchester Avenue during work hours.

This temporary relocation has been approved by the Boston Disabilities Commission.

Morissey Boulevard

Week of May 20

There will be no work on Morrisey Boulevard this week.

    Savin Hill

    Week of May 20

    Old Colony Terrace

    • The week of May 20, crews plan to continue work on Old Colony Terrace.
    • The work scheduled includes road restoration/paving.
    • Equipment needed includes dump trucks, excavators, and utility trucks.
    • You can expect a temporary work zone along Old Colony Terrace which will require a single lane closure and alternating traffic.

    Savin Hill Ave

    • The week of May 20th crews plan to begin work on Savin Hill Avenue, at the intersection of Wedmore Street, as part of the pre-construction test pitting.
    • Crews plan to start conduit installation starting from the intersection of Old Colony terrace and Savin Hill Ave moving down towards Grampian Way.
    • Vac trucks, excavators, dump trucks and utility trucks will be needed.
    • Crews will be working in a temporary work zone along the west-bound lane of Savin Hill Avenue. Crews will plan to utilize a one-way alternating traffic.

    Springdale St.

    • Drilling activities will require 24/7 work
    • In addition to regular construction activity, this phase of work will require the use of drills and generators which will produce noise when active during work hours.
    • We anticipate jack and bore drilling operations to continue over the next few weeks and expect completion towards the end of spring.

    Dewar Street Substation

    Week of May 20

    Crews plan to continue work at the Dewar Street substation located near 65 Bay Street. This work consists of forming and altering the foundation of the control house site, performing survey tests, and continued electrical work within the substation property. Equipment that may be needed to complete this activity includes excavators, front-end loaders, concrete cutting saws and jackhammers.

    All contractor vehicles will be parked inside the substation fence.

    Traffic Management Plans

    Working in consultation with town and state officials, including the Massachusetts Department of Transportation, we developed a traffic management plan (TMP) for each section of the project.

    The TMPs include a detailed site plan, hours of construction and area-specific traffic controls.

    All TMPs are subject to change and may be updated often.

    Siting Review

    We filed a petition with the Massachusetts EFSB for approval to construct and operate the new 115-kV transmission line.

    The petition filing is part of the regulatory review process, as defined by Massachusetts state statutes.

    On March 1, 2019, we submitted the following Siting Petition to the EFSB:

    The EFSB held a Public Comment Hearing on June 26, 2019, in Boston, where individuals and groups affected by the initial petition were given the opportunity to voice feedback to the Siting Board.

    The Siting Board conducted a remote Siting Board meeting using Zoom on June 30, 2021, at 1 p.m. to listen to comments and vote on whether to approve, approve with conditions or reject the project.

    The Siting Board's Final Decision to approve the project was issued on July 2, 2021.
