UCMP Stamford
Why Are We Doing This Project?
As part of our ongoing commitment to deliver reliable energy and superior service to our customers, we are replacing existing 115-kilovolt (kV) high pressure fluid-filled (HPFF) underground transmission lines with new 115-kV cross-linked polyethylene (XLPE) transmission lines.
The transmission system improvements proactively increase system reliability by:
- Proactively addressing any issues obtaining supplies needed for system repairs and upgrades
- Upgrading to a system technology with longer life expectancy
- Reducing occurrence of unplanned outages which may require the need for emergency replacement or repair
- Eliminating the risk of oil leaks from existing HPFF cables
- Potentially increasing line capacity for future load growth
The project is part of a larger program we are conducting throughout our service territory in Connecticut and Massachusetts called the Underground Cable Modernization Program (UCMP).
Where Is This Work Being Done?
The 1753/1792 underground transmission lines run from Glenbrook substation to Cedar Heights substation, both in Stamford, Connecticut.
The replacement lines will follow the same or similar route whenever possible, under the roadway.

- CSC decision: Approved September 5, 2025
- Proposed start of construction: Late 2025 to early 2026*

Siting Review
The project requires a petition with the CSC. Environmental permits will also be required from state and federal agencies.

We're committed to engaging city officials, residents, businesses, community groups and other stakeholders about project activities through municipal briefings, mailings, public information sessions and door-to-door outreach.
Our team strives to incorporate local feedback into the project’s development wherever feasible. Project team members will remain engaged with the community to provide schedule updates and address questions and concerns.
