Beebe River to Whitefield (X178) Line Rebuild Project

Why Are We Doing This Project?

Recent inspections and engineering analysis of the X178, a 115kV transmission line, revealed that many of the structures are in poor condition due to their age, woodpecker damage, insect damage and pole rot.

The X178 transmission line currently has 594 structures. Of these, 24 are already weathering steel and will not be replaced. As part of this project, we will:

  • Replace the remaining 570 wood structures with weathering steel structures of a similar design. These steel structures will be able to support the weight of the new wires and can better withstand storms.
  • Replace conductor (wire). The line will continue to operate as a 115kV line.
  • Install the internal communication fiber optic cable the entire length of the line. This optical ground wire (OPGW) will increase internal communication reliability and security. 

This project will help to improve the resiliency and reliability of the electric system to withstand severe weather and is part of our ongoing investments to deliver reliable energy to our customers and communities.

Where Is The Work Being Done?

This work will take place within the existing right-of-way (power line corridor) of the X178 Line. Due to the length of the line (49.1 miles), this project will be split into three segments with overlapping construction schedules in order to complete work in a safe and efficient manner.

  • Segment 1 is located between the Beebe River Substation in Campton and the North Woodstock Substation in Woodstock. View the project mapping for this segment.
  • Segment 2 is located between the North Woodstock Substation in Woodstock and the Streeter Pond Tap in Sugar Hill. This segment will be further divided into Phase 1 and Phase 2. Phase 1 will include 106 structures (175 – 187; 296 – 298; 301 – 303; 319 – 405) outside of the White Mountain National Forest (WMNF), and Phase 2 will include structures within and adjacent to the WMNF.  View the project mapping for Phase 1L.

When Is The Work Being Done?

  • Local permitting: Third quarter 2023 through second quarter 2024
  • State and Federal permitting: Third quarter 2023 through second quarter 2025
  • Construction Start Date: Third quarter 2024 (anticipated)    
  • Projected In-Service Date: Fourth quarter 2026 (duration includes all three segments)

Restoration will be ongoing during construction for stabilization to the extent it's possible.

Community Outreach

We're committed to engaging municipal officials, residents, businesses, community groups and other stakeholders about upcoming project activities through municipal briefings, mailings, site meetings, virtual meetings and door-to-door outreach.

We utilize a variety of outreach methods to ensure that all customers and property owners along our transmission lines receive adequate and timely information about our projects. For this project, we will be sending periodic updates as letters mailed directly to all stakeholders, as well as a combination of the following additional methods:
