Coordinating Compliance, One Contract at a Time
Jan 30, 2026
If you’ve ever remodeled your home, you probably know what it’s like to juggle numerous invoices from contractors and specialists. There’s a truckload of numbers and narratives, and it’s up to you to make sure they agree with what’s in your original contract. It can be daunting, to say the least. Now imagine that you’re at Eversource dealing with hundreds of complicated contracts for dozens of projects across the state—projects that ensure customers have reliable and affordable energy to power their lives. Fortunately, we have people like Victoria Covill to manage that, and she doesn’t break a sweat.
Victoria works as a senior contract manager on Eversource’s Transmission & Engineering Project Contract Controls team. They manage all contracting for outsourced engineering, construction, and project support services for Transmission projects. “We handle the full contract lifecycle, from planning through completion,” she said. That means collaborating with several other departments to ensure suppliers are qualified, contracts are compliant, and services are delivered according to scope, schedule, and terms.
For example, let’s say you’re improving an older substation to handle greater capacity for an expanding customer base. One part of that might be transporting a new 85-ton transformer from where it was manufactured to its new home in a small New England town. Moving something that large takes tractor trailer drivers, crane companies, lineworkers, logistics planners, police details, and more. And that’s just the delivery of one piece!
Each of these vendors require specialized contracts. “We have to ensure compliance and cost‑effective spending, including providing ongoing oversight, reviewing supplier documentation, and acting as a second set of eyes to ensure suppliers consistently adhere to contract guidelines.” If all that sounds complicated, that’s because it is.
Victoria finds the challenge rewarding. “What I enjoy most about my job is the constant learning and the level of collaboration with a wide variety of people,” she said. “Every project brings a different scope, a new challenge, and an opportunity to solve problems in a meaningful way. It keeps the work engaging and helps me grow every day.” While most of this collaboration takes place in the office, Victoria will occasionally be invited into the field to see how all these contracted services came together to get the job done, which is always exciting. “Our team works behind the scenes, but we play a big role in making sure customers have safe and reliable electricity.”
