2026 EV Charging Rebates Program Changes

New Connecticut legislation on EV charging infrastructure incentive programs takes effect on January 1, 2026.

What Are The Changes?

New Connecticut legislation was signed into law on July 1, 2025 and includes funding limitations that will impact our EV programs starting on January 1, 2026.

Therefore in Connecticut we are required to significantly reduce the scale of our EV programs and limit rebates for EV charging and wiring upgrades to residents that meet certain income requirements.

  • Residential Customers: To assist you ahead of these changes, we encourage you to take advantage of current program levels this year by submitting a complete and accurate rebate application and enrolling in Managed Charging by October 31, 2025.
  • Commercial customers: Commercial EV charging rebate applications should be submitted by October 31, 2025. 

This will allow State of Connecticut rebates to be processed and paid in alignment with the provisions of the new law.

Why Are These Changes Taking Place?

Connecticut’s SB4, “An Act Concerning Energy Affordability, Access and Accountability,” was signed into law on July 1, 2025.

A stated goal of this legislation is to lower customer electric bills by changing how energy programs are funded. We have long supported customers and developers through EV charging infrastructure incentive programs and remains committed to expanding clean energy access.

The new law, however, includes funding limitations, therefore we are required to significantly reduce the scale of our EV programs and limit rebates for EV charging and wiring upgrades to residents that meet certain income requirements. While we fully support the state’s focus on affordability, these changes limit our ability to assist as many customers as we had planned. 

These program modifications are specific to state of Connecticut rebates and separate from recent changes to federal tax credits.   

Additionally, customers should be aware of a recent reduction CHEAPR vehicle rebate, announced by the Department of Energy & Environmental Protection (DEEP).

Managed charging

We will continue offering Managed Charging program options which enable customers to earn up to $300 a year for charging their vehicle during off-peak times, supporting a healthy electric grid as demand for EVs grows.
