Why Are We Doing This Project?

We are proposing replacement of existing 115-kilovolt (kV) underground transmission lines in the Hartford area as part of our ongoing commitment to deliver reliable energy and superior service.

We routinely evaluate the condition of our infrastructure to provide reliable electric service to the community. The existing high pressure fluid-filled (HPFF) transmission line was installed in 1974, is nearing the end of its designed life expectancy, and will be replaced with solid dielectric cross-linked polyethylene (XLPE) lines. 

The proposed transmission system improvements proactively increase system reliability by:

  • Proactively addressing any issues obtaining supplies needed for system repairs and upgrades
  • Upgrading to a system technology with longer life expectancy
  • Reducing occurrence of unplanned outages which may require the need for emergency replacement or repair
  • Eliminating the risk of oil leaks from existing HPFF cables
  • Potentially increasing line capacity for future load growth

The proposed project is part of a larger program we are conducting throughout our service territory in Connecticut and Massachusetts called the Underground Cable Modernization Program (UCMP).

Where Is This Work Being Done?

The 1704 underground transmission line runs from the Southwest Hartford Substation to South Meadow Substation, and the 1722 line runs from Southwest Hartford Substation to Northwest Hartford Substation.

The proposed replacement lines will follow the same or similar route whenever possible, under the roadway.

When Is The Work Being Done?

  • Petition filing to CSC: December 29, 2023
  • CSC filing decision: June 2024
  • Proposed start of construction: April 2025
  • Construction completion: Late 2026*
  • Commissioning and project restoration: Late 2027*

Siting Review

This project's petition with the Connecticut Siting Council was approved in June 2024. Environmental permits will also be required from state and federal agencies.
