Improving Transparency and Process

As part of our commitment to transparency and regulatory compliance, we are updating cost documentation requirements for the Massachusetts Electric Vehicle (EV) Charging Program. These updates are designed to ensure the responsible use of public incentive funds.

The cost documentation requirements for EV charging projects are being updated to ensure consistency and alignment with current program guidelines. These updates are intended to improve transparency, help customers understand their financial responsibility, streamline project review, standardize cost review process and support accurate incentive processing. The revised requirements apply to all new applications submitted after July 2025.

New or Updated Documentation Requirements

Application submittal

  • Existing conditions photos are now being required to verify location
  • Third party funding approval or proof of ineligibility must be obtained prior to applying for EV Make Ready incentives
  • Materials and subcontractor pricing is being required for project transparency
  • Excessive mark-ups are not allowed any may delay approval
  • A Letter of Agreement must be issued to the customer, not the contractor, to ensure clarity on customer contribution

Final site plan submission

  • Signed sales proposals between contractor and customer are being required to provide clarity about each parties' role
  • Invoices for all material purchases for full project cost transparency

Overcommitted projects may be reviewed for incentive adjustments; we will work directly with contractors on mitigation strategies.
