Eastern Connecticut Reliability Projects

Why Are We Doing This Project?

We've completed several projects in eastern Connecticut to enhance our ability to reliably serve the customer demand for electricity in the area.

These infrastructure improvements will strengthen the electrical system and ensure that our customers have reliable power to meet their energy needs, both today and in the future.

The projects included, but were not limited to:

  • Upgrading two 69-kilovolt (kV) transmission lines to 115-kilovolt (kV), which required replacement of the conductors (wires that make up the transmission lines)
  • Installing new communication wire, called optical grounding wire (OPGW), which provides efficient communications between substations
  • Replacing wood and a few steel structures with new steel structures
  • Performing vegetation management work to meet clearance requirements
  • Replacing and installing new equipment within existing substations
  • Expansion of the substation fence lines to accommodate the new equipment
  • Improving access roads and work pads to support construction
  • Installing the first clean air circuit-breaker at our substation in Preston
  • Installing a synchronous condenser at the North Stonington substation

Where Is The Work Being Done?

We've completed transmission line upgrades and installed new equipment at several substations in eastern Connecticut.

Each project required a varying level of approval from the Connecticut Siting Council (CSC). To learn more about the siting process and how to participate, visit the CSC website.

This suite of reliability improvements included the following projects, in the following towns:

  • Montville Junction to Ledyard Junction Reliability Project – Montville and Ledyard. Petition filed on December 28, 2021, approved February 24, 2022, phased in-service dates May 20, 2022 – June 15, 2023. (See the filing)
  • Ledyard Junction to Tunnel Rebuild Project – Ledyard and Preston. Petition filed February 8, 2022, approved May 12, 2022, phased in-service dates June 11, 2022 - June 3, 2023. (See the filing)
  • Montville to Horton Cove Reliability Project – Montville and Ledyard. Filed on October 22, 2021, approved January 27, 2022, in-service on June 11, 2022. (See the filing)
  • Gales Ferry Substation Upgrade Project – Ledyard. Petition filed on February 3, 2022, approved May 12, 2022, 69K conversion in-service in June 2023. (See the filing)
  • Mystic Substation Upgrade Project – Stonington. Petition filed on 6/3/21, approved on July 30, 2021, in-service on March 5, 2022. (See the filing)
  • Shunock Substation Upgrade Project – North Stonington. Petition filed on July 21, 2021, approved on October 8, 2021, phased in-service dates 2023. (See the filing)
  • Card Street Substation Upgrade Project – Lebanon. Petition filed on 3/23/21, approved on June 4, 2021. ISD February 2023. (See the filing)

Beginning with municipal briefings and other community outreach efforts, we engage the community throughout the lifecycle of a project to provide information, answer questions and address concerns.
