Massachusetts Application to Connect

In this section you will find information pertaining to the safe interconnection of generators to the Eversource power system.

Such interconnections include photovoltaic arrays (solar panels), wind turbines, cogeneration units and micro turbines, to name a few.  All regulations and fees have been filed and approved by the Massachusetts Department of Public Utilities (DPU).

IMPLEMENTATION OF THE REVISED IEEE STANDARD 1547

Effective June 1, 2018, all inverter-based solar PV project applications are subject to ISO-NE ride-through requirements.

To comply with these requirements, inverters shall be certified per the requirements of UL 1741 SA as a grid support utility interactive inverter, and shall have the voltage and frequency trip settings and ride-through capability described in the ISO-NE Inverter Source Requirement Document.  Additional details are provided in the attached presentation to the ISO-NE Planning Advisory Committee on February 14, 2018. 

Hosting Capacity Map for Western Massachusetts

To help distributed generation contractors and vendors select locations for interconnections to Eversource’s system in Western Massachusetts, a map detailing the hosting capacity by circuit is now available.

Each circuit on our system is displayed with a color matching its remaining capacity. Clicking on a circuit will also bring up an information box providing more detail about the circuit, its remaining capacity and related substation.

This information, updated monthly, shows the capacity Eversource’s infrastructure can handle with limited system upgrades while still reliably and safely delivering electricity to our customers.

Capacity on the circuits and at substations can be increased through project funded upgrades. Small, limited size projects may still be supported without project funded upgrades.

Please note, while the map currently only shows information for Western Massachusetts, information for the Eastern portion of the state will be added at a later date.

Application Descriptions

Simplified
You will follow the simplified process and use the Simplified application if you intend to install:

  • A single phase Listed inverter-based system that is 15 kW or less on a single phase service fed from a radial circuit, or
  • A three phase Listed inverter-based system that is 25 kW or less on a three phase service fed from a radial circuit, or 

Simplified (Network)
You will follow the simplified process and use the Simplified application if you intend to install:

  • A Listed inverter-based system less than 1/15th of customer’s minimum load and fed from a spot network, or
  • A Listed inverter-based system that is 15 kW or less and less than 1/15th of the customer’s minimum load and fed from an area network

Pre-Application Request
Customers proposing to install a generation facility 500 kW or greater are required to submit a Pre-Application request.  

Prior to submitting either an Expedited or Standard Process application, all customers with facilities that are 500 kW or greater need to complete a pre-application report online or request one from Eversource. This report is optional for facilities that are less than 500 kW. There is no fee for either report.

Expedited/Standard
You will follow the expedited process and use the Expedited/Standard application if you intend to install:

  • A system that is greater than 15 kW single phase, or greater than 25 kW three phase, or
  • Your system configuration does not correspond with the service configuration (such as using single phase inverters on a three phase service); and
  • Your proposed generation equipment must meet IEEE 1547.1 standards;
  • You must be on a radial distribution circuit;
  • A non-inverter based generator, co-generator, wind, hydro or other facility.

Please note: If your project is 1 megawatt (MW) or larger, ISO-New England approval is also required. This will add approximately two to six months to the application process.

Eversource will review each application and contact the applicant regarding any engineering evaluations that must be performed in order to permit the interconnection. In some simple cases (e.g. most residential solar systems), no studies are required.

For other projects, one or more detailed engineering reviews will be required to evaluate the impact of the generation source on the Eversource distribution system and, possibly, the transmission system.

Net Metering

If you are installing distributed generation (e.g., solar panels), or already have a generator, you may be eligible for net metering, a method of measuring the energy consumed and produced by a customer’s generating facility. If you are a customer applying for electrical interconnection, and you want to be considered for net metering, you must also submit the net metering application.
