Westfield Reliability Project

As part of our everyday effort to deliver reliable energy, we are constructing the new Westfield Reliability Project. This project is one of several designed to strengthen the electric system serving Pittsfield, Greenfield and surrounding areas.

At Eversource, we're always working to serve you better. We will be installing a new circuit about 3 miles long on an existing 115-kilovolt (kV) overhead transmission line in Westfield, Massachusetts. These power lines will be installed on existing structures along the right of way (power line corridor) from the Pochassic Substation (near Oakdale Avenue) to the Buck Pond Substation (near Medeiros Way).

In addition, a new facility similar to a substation, called the Atwater Switching Station, is being constructed on Eversource-owner property next to the Pochassic Substation. The project also includes reconfiguring a 115-kV line in a right of way near Pochassic Substation to connect to the new Atwater Switching Station.

Improvements will also take place within the Buck Pond Substation, which is located on Westfield Gas & Electric property.

Massachusetts Department of Public Utilities (DPU)

This project requires approval from the DPU through the Section 72 and Chapter 40A application process. See the Westfield Petition - Initial Filing 4-17-18 (large file: 840 pages). The regulatory process also requires approval from local, state and federal permitting agencies, including environmental agencies.

The public and other interested stakeholders were given the opportunity to participate in the siting process through a DPU-sponsored public hearing, by submitting written comments to the DPU, as well as by seeking to either intervene as a party or to participate as a limited participant in the DPU proceeding.

The public hearing was held on August 13, 2018, in the South Middle School Auditorium in Westfield. Owners of property abutting and near the project were informed of the public hearing date and encouraged to participate.

On August 2, 2019, Eversource received approval from the DPU to construct the Westfield Reliability Project. See the DPU Final Order.


Beginning with municipal briefings and community outreach about the siting stage of the project, we have made a concerted effort to engage city officials, residents, businesses, and other stakeholders to inform, answer questions and listen to concerns about the project.
