Greater Hartford - Central Connecticut Reliability Project

Eversource is constructing a new 115-kilovolt (kV) transmission line in the Greater Hartford and central Connecticut area. These improvements will strengthen our system and enhance our ability to reliably serve electrical demand, in keeping with national and regional reliability standards.

At Eversource, we're always working to serve you better. The 3.7-mile, hybrid overhead and underground line will be constructed between our Newington Substation in Newington, Connecticut, and our Southwest Hartford Substation in Hartford, passing through portions of Newington, West Hartford and Hartford.

The new line will be located within Eversource's existing transmission and distribution line rights of way (power line corridors), under town streets and along the existing overhead Amtrak rights of way.

A step-by-step guide to both the overhead and underground construction process for the project is available.

To improve system reliability, cost-effectiveness and the environment, we will also be upgrading our Newington and Southwest Hartford substations with new equipment. The project will also allow power to be redirected – for example, north to south – during times of high customer demand.

CONNECTICUT SITING COUNCIL (CSC)

For an electric transmission line project such as the Greater Hartford - Central Connecticut Reliability Project, the Municipal Consultation and Application Filing Phases are part of the siting regulatory review process, as defined by the Connecticut state statutes.

On February 1, 2018, the Connecticut Siting Council (CSC) voted to approve the Certificate of Environmental Compatibility and Public Need (Application) for the construction of the Greater Hartford - Central Connecticut Reliability Project.

The project's construction plans, called Development and Management (D&M) Plans, are also submitted to the CSC for approval. 

On August 31, 2018, the CSC issued its decision for the following D&M Plans:

On March 1, 2019, Eversource submitted the New 115-kV Transmission Line - Overhead Segment - D&M Plan to the CSC. The CSC issued its Decision on April 26, 2019.

COMMUNICATION AND PUBLIC OUTREACH

Beginning with municipal briefings and community outreach about the siting stage of the project, we have made a concerted effort to engage town officials, residents, businesses, and other stakeholders to inform, answer questions, and listen to concerns about the project.

As work proceeds throughout construction, we will continue these outreach efforts.
