Frequently Asked Questions About the Massachusetts Electric Vehicle Charging Program

General program questions

How is Eversource supporting EVs?

Throughout our electric service territory in Massachusetts, we are deploying both Level II and DC Fast Electric Vehicle Charging stations. We seek to accelerate the EV charging market, as well as support Massachusetts greenhouse gas reduction goals and facilitate the adoption of more EVs in Massachusetts by 2025.

If I have multiple buildings that share a parking lot, can the charging station installation overlap?

Yes. The installation may overlap across more than one address. The infrastructure that Eversource deploys will have its own dedicated service and meter unless we determine otherwise.

How many charging stations can my site have?

As part of the Eversource EV charging station launch, we are interested in deploying our infrastructure at scale. To that end, we have developed the following approaches.

Level 2 chargers:

  • If you request 2-5 ports, the infrastructure will be put in place to support up to 5 single, or 2 dual and 1 single port stations.
  • If you request 6 or more charging ports, the infrastructure will be put in place to support up to 10 potential ports.

Level III (DC Fast Charging): The infrastructure will be put in place to support at least one Level III dual-port station.

Custom Projects: 20+ Ports. Custom Projects will follow a slightly different timeline and have different customer deliverables.

Please work with your installer to determine the infrastructure needed to support your project.

Where will the charging stations be placed?

The charging station should be located close to the Eversource-owned electric equipment.

  • A charging station can be either pedestal- or wall-mounted.
  • The charging station must meet ADA accessibility requirements.
  • They should be located in an area that provides adequate lighting for safety.
  • The charging station should be easily visible with ample signage pointing to its location.

Your installer will help determine the best location for chargers on your property.

Who will own and operate the charging stations?

You will own and operate the charging stations and be responsible for usage and maintenance costs. Eversource will own the infrastructure and be responsible for the maintenance of it.

Questions about process

What work will Eversource manage?

Eversource will manage and may cover all of the related cost of the implementation of the infrastructure that will connect to your chargers. This includes, but is not limited to trenching, a transformer (if deemed necessary), a dedicated service meter, panel(s) and all conduits and necessary wiring to support the approved number of charging stations.

What is my cost?

You cover the cost of purchasing and installing the charging station(s). In certain cases, cost-sharing may be necessary to proceed with the proposed project.

Which part of the deployment am I responsible for?

You are responsible for procuring qualifying charging stations from an approved vendor and providing proof-of-purchase within 30 days of signing your Site Host Agreement.

Who is responsible for procuring and covering the cost of the necessary permits and inspections?

  • Eversource side infrastructure: Covered by Eversource.
  • Site Host side infrastructure: Covered by Eversource, unless specified otherwise.
  • Charger: Covered by the Site Host.

How long does a typical deployment take?

Once you have been approved and have submitted a proof-of-purchase for the charging stations, we estimate that the deployment will take approximately six months for standard projects, assuming that permitting, inspections and the installation of the charging stations are done in a timely manner. Challenges within the supply chain may skew timelines.

Who pays for the cost of energy?

Although the customer is responsible for paying the utility bill, there are several options for how electric vehicle users pay for the service of charging their car. These options vary from direct pass-through to charging by the hour. Your charging station vendor will help guide you through the best billing option for you.

Questions about funding

What funding is available?

The Massachusetts Department of Public Utilities (DPU) approved $188 million for the deployment of EV charging stations in our service territory in Massachusetts. This investment supports the provision of the infrastructure for the charging stations. This translates to enabling EV Charging for chargers at Public and Workplace, Multi Unit Dwellings, and Municipal locations as well as for businesses with vehicle fleets.

Can the funding apply to charging stations that are already installed?

At this time, existing EV charging station installations will have to be managed and operated separately.
