Beebe River to Whitefield (X178) Line Rebuild Project
Why Are We Doing This Project?
This project addresses rapidly degrading infrastructure that provides electric service to over 30,000 customers in the North Country. Rebuilding this line will enhance reliability for our customers, make the transmission system more resilient to the increase of extreme weather we’re experiencing in New England and address aging infrastructure that in many cases was originally built over 50 years ago.
The X178 transmission line currently has 594 structures. As part of this project, we are proposing to:
- Replace 578 transmission structures with weathering steel structures of a similar design. These steel structures will be able to support the weight of the new wires and can better withstand storms.
- Replace conductor (wire). The line will continue to operate as a 115kV line.
- Install the internal communication fiber optic cable the entire length of the line. This optical ground wire (OPGW) will increase internal communication reliability and security.
When Is The Work Being Done?
- State and federal permitting: Q3 2023 through Q3 2026*
- Construction start date: Q1 2027*
- Projected in-service date: Q4 2028*
*Dates are tentative and subject to change pending all necessary approvals from the New Hampshire Site Evaluation Committee, weather or unexpected circumstances.
Community Outreach
We're committed to engaging municipal officials, residents, businesses, community groups and other stakeholders about upcoming project activities through municipal briefings, mailings, site meetings, virtual meetings and door-to-door outreach.
We utilize a variety of outreach methods to ensure that all customers and property owners along our transmission lines receive adequate and timely information about our projects. For this project, we will be sending periodic updates as letters mailed directly to all stakeholders, as well as a combination of the following additional methods:
- Door-to-door outreach
- Site visits (upon request)
- Virtual meetings (upon request)
- Signage placed strategically near construction areas or in residential areas
- Regular field presence to ensure the safety of our customers, nearby property owners, and our construction crews

Commitment to Safety
We take every safety precaution while working in local communities, and all people working on the construction project carry identification. The project work will not interrupt electric service to homes or businesses.
