Those with small ZREC projects (less than or equal to 100 kW) will be eligible to enroll in a tariff, and are not included as part of the competitive solicitation’s RFP process.
The Small ZREC Project tariff will not be available until PURA approves the selected medium ZREC projects through the RFP, and will be available on a first-come, first-served basis. Those with projects can apply for participation in the Small ZREC Project tariff once the Small ZREC tariff program is opened by the companies.

Small ZREC Random Selection Process Results
Based on the volume of applications received during the two-week window, Eversource may conduct a random selection process of completed Applications submitted during the two-week window, which is observed by a representative of the State of Connecticut Office of Consumer Counsel (OCC). The random selection process results in a numerical rank of all completed Applications received during the two-week window.
To determine your completed Small ZREC Application's position in the numerical rank, Applicants should look for their project’s “queue” position by Application ID number. Applicants received their Application ID number in the confirmation email that was sent upon successful submittal of a Small ZREC Application. For example, confirmation numbers used the following format - User Name - Applicant ID – Application ID.
Random selection results are listed by Application ID number.
Pursuant to Section 1.8 of the Rules and Process for Submitting Applications for the Small ZREC Tariff, all Applications in the standby queue will expire on the date when the results of each Company’s next final RFP for the Medium category are filed as a Procurement Plan with PURA (i.e. the “Close of Small ZREC” date in the chart above).
Year 5 Small ZREC
On November 22, 2016, PURA approved Eversource’s price of $103.07 per REC for the Year 5 Small ZREC Tariff. Eversource has no specific schedule for the release of the Year 5 Small ZREC program at this time.
Please note, there are key changes to the LREC/ZREC program that Eversource would like to bring to the attention of potential applicants/bidders.
Additional Applications In Subsequent Funding Periods
Additional applications/bids will no longer be allowed in subsequent annual funding periods for a particular revenue meter where there is a ZREC project that is not in service as of the date of application/bid for an additional project located at that same revenue meter, or in the case of new construction projects, the site address shall serve in place of the revenue meter designation.
What This Means for Applicants/Bidders
If you have an existing ZREC contract at a given revenue meter (or site address for new construction projects) that is not in-service at the time of your bid/application into a subsequent RFP or Small ZREC tariff, additional applications/bids submitted for that same revenue meter/site address will not be eligible for the ZREC program.
This applies to all Agreements that were active (i.e. not terminated) prior to December 12, 2016. Please see PURA's ruling dated December 15, 2016 for further explanation.
Green Bank-Qualified Residential Dwellings
Projects that meet the Connecticut Green Bank criteria as a residential dwelling will no longer be eligible for the LREC/ZREC program.
Pursuant to Connecticut General Assembly (CGA) Public Act No. 16-212, An Act Concerning Administration of the Connecticut Green Bank, the Priority of the Benefit Assessments Lien Under the Green Bank’s Commercial Sustainable Energy Program and the Green Bank’s Solar Home Renewable Energy Program, a change has been made which materially affects the LREC/ZREC Program.
Specifically, PA 16-212 amended Section 2(f) of Public Act 15-194 as follows:
Any solar project located on a property that contains or will contain any residence of a customer of an electric distribution company that is determined to meet the Connecticut Green Bank criteria as a residential dwelling for the residential solar investment program shall not be eligible for small zero-emission renewable energy credits pursuant to sections 16-244r and 16-244s or for low-emission renewable energy credits pursuant to section 16-244t.
CT Green Bank’s Residential Dwelling Criteria:
- One to four family owner-occupied primary residence homes in United Illuminating (UI) or Eversource service territories. A primary residence is defined as the residence in which the owner resides for 183 days in a given calendar year.
- Mobile homes are not eligible for a Residential Solar Investment Program (RSIP) incentive.
- Investment (single and multi-family) residences are not eligible for a RSIP incentive.
- Manufactured homes are only eligible for a RSIP incentive if the homeowner also owns the land on which the home is affixed to a foundation.
What This Means for Applicants/Bidders
If your project is determined to meet the Connecticut Green Bank criteria as a residential dwelling, it no longer qualifies for the ZREC program.
Any applicant/bidder that does not meet the Connecticut Green Bank criteria for a residential dwelling will be required to submit a copy of the “Incentive Application Denied” letter issued by the Connecticut Green bank specifically stating that their project does not meet the CT Green Bank criteria for a residential dwelling as an attachment to their Application/Bid.
Therefore, if your project is or will be at a residential site (Eversource electric rates 1, 5, or 7), you must first apply to the Connecticut Green Bank, and if denied for not meeting the CT Green Bank criteria for a residential dwelling, you must provide a PDF copy of your "Incentive Application Denied" letter as a required attachment during step 6/6 in the application/bid process.
If you are denied from participation in the CT Green Bank’s residential solar investment program for any reason other than not meeting their criteria for a residential dwelling, you may not participate in the ZREC program.
